How flag emoji work

Country flags are made of two regional indicator letters that spell the country's two-letter ISO code, so 🇮🇳 flag: India is the letters I and N. A device without an image for a code shows the two letters instead.

Why Windows shows letters

Windows does not include country flag images in its emoji font, so on most Windows computers flag emoji appear as two letters, even though they show as flags on phones and Macs. England, Scotland and Wales have their own flags, built from a longer tag sequence.
